Hampstead Neighbourhood Forum


To meet the requirements of the Localism Act 2011, a referendum was held on 21st June 2018. The referendum question was: “Do you want London Borough of Camden to use the Neighbourhood Plan for Hampstead Town to help it decide planning applications in the neighbourhood area?” Of the votes cast, 91.5% voted in favour of adopting the Neighbourhood Plan. The turnout was 20.5%.

Decision Statement

The Council decided on 26th March 2018 to accept all of the Examiner’s recommended modifications to the Plan. It will now proceed to a referendum planned for 21st June 2018.


The Council has received the Report from the Examiner. It considered the representations made during the ‘Submission Draft’ consultation and whether the Plan meets the ‘Basic Conditions’. Subject to modifications being made, the Examiner recommends that the Plan should proceed to a referendum.

Next steps 

As a consequence of the referendum, the Neighbourhood Plan has become part of the statutory development plan for the Neighbourhood Plan. Therefore, the Council will give full weight to the Plan when making planning decisions. It is anticipated that the Plan will be formally adopted by a Council resolution in October 2018.

Area and Forum Designations

On 7 October 2014 London Borough of Camden approved the designation of the Neighbourhood Area and the Neighbourhood Forum. A public consultation on the Forum and Area applications took place between 12th June to 25th July 2014.

The approved applications can be viewed below and they show the area in which the neighbourhood planning powers apply.
