There are five Scrutiny Committees which support the work of the Cabinet and the Council as a whole.  They undertake policy development and review, and they also examine decisions that the Cabinet is due to take and may make recommendations to the Cabinet and the Council on its policies, budget and service delivery. The Scrutiny Committees can also monitor the decisions of the Cabinet taken individually or collectively.  Any four members of the Council can ‘call in’ a decision that has been made by the Cabinet but not yet implemented, for consideration by the relevant Scrutiny Committee.  This enables the relevant Committee to examine whether the decision is appropriate and it may recommend the Cabinet or individual Cabinet Member to reconsider the decision. The Scrutiny Committees may also be consulted by the Cabinet or the Council on forthcoming decisions and the development of policy.
