Insulating our housing stock

Camden has 33,000 council-owned homes, approximately one third of these have a cavity wall construction and the other two thirds are of solid wall or other construction.

A poorly insulated home can lose around one third of its heat through the walls, roof and floor. Installing wall and loft insulation is one of the most effective ways to minimise heat loss and reduce carbon emissions. Since 1999 we have carried out a borough wide cavity wall and loft insulation programme.

Cavity wall

We developed a revolutionary approach of using abseiling as a method to install cavity wall insulation on high rise blocks. Abseiling provides a cheaper, less disruptive and more efficient way to insulate hard to reach properties.

By the end of 2010 we had completed 68% of our cavity wall properties. There are a further 4,400 homes with cavity walls still to be insulated. These will be completed either as part of the our Better Homes programme or as separately funded projects over the next two years.


Since 2009, around 2,000 council homes have received loft insulation and over the next two years approximately a further 2000 homes have been identified and will be insulated as part of a fully funded loft insulation programme:

Benefits and carbon savings

Insulated homes use less energy, and are warmer in winter and cooler in summer. This reduces residents’ fuel bills. It is estimated that the homes we have insulated to date will save 2700 tonnes of carbon dioxide (CO2) per year.

Solid walls

Homes that have a solid wall construction can be insulated either internally or externally but are harder to insulate than cavity walls.

Factors to consider when assessing suitability for solid wall insulation include cost, size of rooms, pre-existing issues such as damp, whether the property is in a conservation area or is subject to other planning restrictions and whether the works can be done with residents in occupation.
