What is our Camden Planning Guidance and what does it cover?

Camden Planning Guidance provides advice and information on how we will apply our planning policies. We have prepared the Camden Planning Guidance to support the policies in our Local Development Framework (LDF). This guidance is therefore consistent with the core strategy and development policies that comprise our Local Development Framework (LDF)

2016 updates

CPG2 Housing

The Council recently adopted changes to Camden Planning Guidance 2: Housing relating to the Council approval of registered providers. The updated documents were adopted by the Cabinet Member for Regeneration, Transport and Planning on 6 May 2016 following formal consultation. 2015 updates

The Council has adopted updated versions of CPG1 Design, CPG2 Housing, CPG3 Sustainability, CPG4 Basements and lightwells and CPG8 Planning obligations. The updated documents were adopted by the Cabinet Member for Regeneration, Transport and Planning on 17 July 2015 following formal consultation. CPG8 Planning obligations

The Council consulted on amendments to CPG8 Planning obligations from 30 April 2015 to 11 June 2015. The draft amendments were approved for consultation by the Cabinet Member for Regeneration, Transport and Planning on 27 March 2015. The main proposals related to employment and training initiatives with other changes including the guidance on the Community Infrastructure Levy, construction management plans and processing and monitoring fees.

CPG1 Design, CPG2 Housing, CPG3 Sustainability and CPG4 Basements and lightwells

The Council consulted on amendments to Camden Planning Guidance documents 1, 2, 3 and 4 from 12 March 2015 to 23 April 2015. These amendments were approved for consultation by the Cabinet Member for Regeneration, Transport and Planning on 27 February 2015. The main proposed changes were:

  • download: CPG1 Design (PDF) – updates to the waste and recycling standards and changes related to ensuring disabled access is maintained when reusing materials
  • download: CPG2 Housing (PDF) – updates related to the affordable rented housing type, viability assessments, deferred affordable housing contributions and other minor amendments
  • download: CPG3 Sustainability (PDF) – replacement of EcoHomes with BREEAM Domestic Refurbishment and other minor changes
  • download: CPG4 Basements and Lightwells (PDF) – updates throughout the guidance to strengthen the approach

Community Infrastructure Levy

The Council updated CPG8 Planning Obligations on 25 February 2015 to take into account Camden’s Community Infrastructure Levy (CIL) Charging Schedule. The updated document was subject to two rounds of public consultation and independent examination. Camden’s CIL charging schedule came into effect on 1 April 2015.

2014 updates

The Council updated CPG1 Design on 3 September 2014 following public consultation to take into account Non Designated Heritage Assets and the Local List:

2013 updates

The Council adopted amendments to the Camden Planning Guidance documents CPG1, CPG2, CPG3, CPG4 and CPG5 on 4 September 2013 following public consultation:

In May and June 2013, the Council consulted on the amendments to its planning guidance. The main changes were to:

  • add guidance for how the Council will assess applications for artworks, statues and memorials (CPG1 Design)
  • add new requirements for evidence regarding applications for basements (CPG4 Basements and Lightwells)
  • update the guidance for central London for retail, specialist retail and food, drink and entertainment uses (CPG5 Town Centres, Retail and Employment)

In November and December 2012, the Council consulted on amendments to Camden Planning Guidance which primarily affected CPG2 on Housing. The proposed amendments related to the affordable rent model of housing were not taken forward to Cabinet for adoption. Consultation and adoption of the Camden Planning Guidance

The Camden Planning Guidance was split in to two phases for consultation and adoption.

Phase One: CPG 1-4

Consultation on Phase One ran from November 2010 to January 2011. Following review and amendments the documents were adopted by Cabinet on 6 April 2011 (item 8).

Phase Two: CPG 5-8

Consultation on the Phase Two ran from 26 May to 7 July 2011. Following review and amendments the documents were adopted by Cabinet on 7 September 2011:
